Barbicide doesn't burn at all. I have sensitive hands and usually wear gloves with any cleaners. I have handled the barbicide with bare hands, however, and haven't experienced any discomfort. I think the name is scary-sounding. I like it so much that I will likely continue to use it even when other more traditional disinfectants and disinfectant wipes are easier to find.

Can this be used to sterilize pedicure tools?

It does not sterilize only disinfects. Only sterilization will kill spores not disinfectants. Most salons only require disinfection because they do not, in most cases, have to worry about spores

Can hard plastic combs or nail file handles be safely cleaned in this solution?

Yes they can. I keep my soaking all day. Check you State guidelines, Texas requires us to clean out daily.
