Q: Can I use a 4 amp battery charger to run my 12V eco-worthy submersible pump?

is it a new smart charger? if so then not without a battery. now that i think about it i believe it takes 10 amps on 12 volts to run this pump. so your 4 amp charger will not run this pump without a battery

Q: what kind of carbon brush does it use?

To the best of my knowledge there is only one kind of carbon brush, they just come in different shapes and sizes.
