Is this brush suitable for all-over color?

You can use it for all over color but the bristles are a little bit soft for that I prefer a shorter brush little bit firmer but it is an amazing applicator brush for highlights

I would not. The bristles are softer than a regular tint brush. So it is for a soft surface application. That’s my opinion.

How do you clean permanent dye out of these brushes?

I used pink brush for bleach and black brush for colors
