Q: I'm 5'1" - 95lb and typically an (american) Jr. size 0. Will a size xs work?

My teenage daughter wore this and she's 5'8" and size 2. The outfit has an adjustable belt which is extremely helpful in fitting all sizes. The shorter skirt side hit her mid thigh and the longer side hit just below her knee. All this said, I think the outfit will fit you. Of course it will be longer. My daughter being 5'8" had the exact same fit as the model shown wearing the costume if that helps.
