How do I change the voltage for 24v operation?

For starters this circuit board is for 5volts only, if you connect up 24volts you will burn it out ,so you have step down the volt to right level, you use adjustable voltage regulator which can cope with high voltage and low voltage. I used the circuit board with sun panels +/_24volts, and it works !! By the way relay can be used to voltage stated on them.

What is the current draw of the coils? can rpi provide enough current to both relays if both on?

These are driven through opto couplers so I would say you should have no issues. Good with pi projects.
