Q: Can this be wired / configured so the neon indicator lights up in the OFF position? (so switch can be located in the dark)

No as the light is part of the relay circuit. Wiring the switch only makes it functional and the light is a separate part of the circuit

Q: Why does this light stay on even when off?

I'm guessing so you know it's got a live feed. Plenty of kitchen / utility room sockets do this.

Q: I didnt realise when i bought this it did not have screws as all the other wall sockets i bought do how does this clip on?

The base plate that is attached to the wall does have the screws. This face plate just clips onto that. It looks very clean and tidy :)
