There's no video in on an iPad - so no it will not work like this.

A recent Winodws 10 update appears to have borked millions of webcam users. There is a workaround published on the web WHICH MAY OR MAY NOT WORK for you..see this link https://www.thurrott.com/windows/windows-10/76719/microsoft-broken-millions-webcams-windows-10-anniversary-update ....to quote " if you are comfortable tweaking the registry, make this change. HKLM\SOFTWARE\WOW6432Node\Microsoft\Windows Media Foundation\Platform, add DWORD "EnableFrameServerMode" and set to 0, you will then need to restart"
