This shaver is not quiet
This item is not quiet at all. I returned it as it will scare my cat so I can not use it. I am fed up with buying products on Amazon and then having to return them because they are not as advertised.

These work great! Not super quiet, but not terrible.
I seriously thought I wasted $20 but these are surprisingly great. I grab them and put in my pocket to sneak shave the matted cats when least expected. It’s not as quiet as they claim, but it got the job done. I wish I had been more thorough in my search on Amazon though. There was a set for sale of this same brand with a replacement head included for almost the same price as this set. Oh well, I missed out, but so far these are working great and I’m honesty shocked.
