Q: is this can be used to reduce the size of Baggy Eyes ( left one only ) for a person in 31 yrs old ?! have this issue for a years with no solution ?!

In my case it just decrease the darkness in my case it just decreased the dark circles under the eye. I am not sure if it will work for baggy eyes. Thanks

I just leave it out at room temp. when using it daily. If I am storing it, I keep it in the fridge.

Q: Is this used instead of the l'oreal vita lift or does one go over the other?

They are completely different products used for a completely different purposes. L’Oreal vita lift is a facial moisturizer that reduces fine lines and wrinkles. The eye roller reduces dark circles and is not a facial moisturizer. The eye roller is good for when you’re burning the candle at both ends. It’s not going to reduce wrinkles.
