Do these fit the old mini touch and spray? The refills have a cage over the top and a wide 'skirt' base

Yes, your description fits this product. My order for these was a good while ago and not totally satisfactory. Four were correct, two of another design. I was refunded for the two unusable cartridges.

Do you get repeats or are they all different? Or how can you ensure you dont get doubles?

Repeats are a number of random mixed refills some times the pack contains repeats.
