Q: Are these shorts 18inch on the outside seam

No. Just about 17" from top waist band to bottom of leg on outside seam and 16.5" from top waist band to bottom of inside seam at front croch area. These are a large size and have been worn and washed a lot and not completely flat. Having said they are nice quality, look good and fit to couple of inches above the knee on my hubby who is 5" 8 and not allowed to wear short shorts!

Q: Is it true that these can't be worn in chlorinated water ?

My son uses them in a swimming baths and has done since purchase without any issues.

Q: Is this the type of material that ‘russles’ as your walking?

No the fabric is fine and lovely quality. My son loves these shorts.
