Q: Large legs - what is the diameter of the ring?

the rigid ring is about 8 or 9 inches, and the rubber part opening is about 4 inches, but it stretches to accommodate your leg. it forms a tight seal and keeps your leg dry.

Q: does this adjust to smaller adult legs?

The transparent vinyl is very flexible so if worn with smaller legs the cover will bunch a bit but it does an excellent job keeping the cast dry. ( I am 5'6' if that helps in terms of one's leg length)
