Yes this works smoothly with laptops and Windows 11. I have no issues at all.

has anyone used this for game streaming? any good?

I have used it to stream on Discord with buddies and it looks great. The only problem I run into is that it’s not very adjustable since it just hangs on your monitor you kind of have to move the monitor to make the camera and where you want it to. But the quality looks nice.

It says low light - does it also work well in varied lighting as when affected by branches blowing or moving clouds or uneven lighting?

Yes. Low light is not an issue.

Does this work with a MacBook USB-C port?

I’m not sure if you need to order a different cord. The one mine came with is a for a usb port.
