Yes, you can build the cart without installing the shelf. It’s not a necessary part.

Q: Will it support a nec 70 inch lcd monitor?

This cart has the sturdiness to support the monitor and if you are thinking of using the monitor for presentation purposes, there are carts that have a shelf above the unit for a camera as well. I didn't need that option so I'm very happy with this cart. Great assembly instructions, tools included.

Q: Does it come with the screws and hardware included?

Yes, including an assortment of screws and spacers for attaching the monitor to the mount. Should be all you need.
