We have not tried to remove, we used it on a bulletin board in my classroom, as a window effect with kitchen center! We taped it flat as we intended to change it seasonally.

Q: Will it stick on garage block wall?

I do not think so.If it would I think it would look distorted if not on a smooth service. I Have it on a smooth surface and I love it
