First, what's a happy planer? Second, yes. It's adjustable to the junior size and regular one

Has anyone had success using this with laminated paper for making DIY journal covers?

Success was good. After having problems doing more than one sheet at a time, I found that the laminate paper jams the puncher's punch keyes(I think that's what it is called). It was safer just to put the laminate paper between two sheets of plain paper then punch the holes. This is just my view, I hope this was helpfull.

Will this punch through transparency film?

Although made specifically for our Circa Paper, the Levenger Punch is capable of punching through transparency film.
