Q: Is the size large enough for mouthwash?

Yes, fits perfectly. Purchased this bag specifically for a long 2 week vacation and it was the best move I made. Plenty of space for mouthwash, toothpaste, 2 toothbrushes, shaver, glasses case and travel size hygiene products.

Q: How can I order the "small" size shown in the pictures? There's no option for sizes when buying.

Waterproof means the item can be submerged for a period of time It's water resistant. The fabric has the shinning feel which suggests it will repel water. My guess, OK for light to moderate rain. Some protection from heavy rain. You're carrying the item. Whatever poncho, umbrella or jacket you're using to keep yourself dry should be more then enough for this item
