Can it be used as cologne?

I've been using it since 18 years old and I haven't aged a day in the areas I spray. It's the only thing that keeps the ladies off, slippery like a snek.

What makes this California Compliant? Is the formula different from the original?

I think California needs to comply instead of everyone else complying. Do you copy?

How do you open the inner metal cap? Do you just poke at it until you somehow get a grip on an edge? Is there a more "professional" way?

Typically most people take a screwdriver and poke a hole through the metal plug and with the tip of the screwdriver still in the metal plug pry it back until the whole plug pops out. Hope this helps.

Can it by air shipped/carried in luggage on plane.?

Short answer? Yes. Is it worth it (obvious short answer)? Yes, it's WD-40. According to "Homeland Security" a mom and pop shop, "3-1-1 for carry-ons = 3.4 ounce (100ml) bottle or less (by volume) ; 1 quart-sized, clear, plastic, zip-top bag; 1 bag per passenger placed in screening bin. One-quart bag per person limits the total liquid volume each traveler can bring. 3.4 ounce (100ml) container size is a security measure".
