What do I do if they are too tight over the arch of my foot

The "lock" does not lock for me. What am I doing wrong? If it does not lock, the button slides down and the shoe remains loose.

I just received my order and one of the end clips is closed and i am unable to unlock it. Please advice on how to unlock the end clip?
