A: Yes, but additionally, I will recommend the parasol and the base posts to be filled with sand to avoid moving with the wind.

A: It is a sturdy base and is heavy if fit and well not a problem i’m 70. Base looks lovely.

A: We are using ours for a bird feeding station

A: Yes, it is fine to use on its own with just a parasol.  That's how I use mine at the moment and it is sturdy enough even when there is a bit of a wind.  Because it is cast-iron, it doesn't tip over.
