water resistant / repellent, not water proof - two options would be to use a spray water proofing like 3M on it or ziplock bag for what "must" remain dry. I've used it in light rain and haven't had a problem. Hope this helps.

How good is the velcro's quality? I am trying to use it on a service dog's vest. Do you think it'll hold without falling off?

We use this for my daughters service dog and it works great. (we have one for each side) See all the pictures. There are straps that attach it to the vest. The velcro is for the "service dog" patch.
