You are asking the wrong question. You need to know how much heat you will need on the coldest day, how well insulated is the slab, how warm are you going to keep the shop, how big a boiler are you going to need? then you can start figuring out the pex spacing which will tell you how many feet you need. If the power goes out and the water in the PEX-A pipe freezes will it take it or will it burst?

That depends on what the outside temperature is and how long you are without power. In general, PEX handles freezing better than copper "L" tubing ("M" grade should not be used for plumbing). In most cases the fitting pops out of the PEX tubing and the tubing & fitting remain undamaged but... when it thaws you have an open line. I do not suggest using PEX behind sheetrock against outside walls. I am a licensed Professional Engineer.
