They are old bags of jelly beans. They're cracked and rough shell. I never had this problem before. I had to throw them out.

Took off 2 stars, because of the popcorn flavor. There nasty. Otherwise these are packed with flavor. The disgusting ones are hard to weed out as they look very similar to another flavor. Its an expensive product, to have to go through the hassel.
