Is this the tumbler lube type mold?

Yes, but; there's a caveat with these, namely that using alox or 45-45-10 they tend to be going a bit fast and you must use a copper gas check to prevent fouling. On the other hand, supposedly if you use the Hi-Tek lube coating, which is a baked polymer process, you don't need a gas check at all and fouling is negligible. Haven't tried the coatings yet but I hear good things. Also, if you're using these in an AR, they need to have a COL of at least 2.150" to prevent jams. In bolt rifles, it's less fussy. I know this is way more info than you asked for, but there's too many people out there who will either give extremely short answers with no explanation "why", or the sort who treat others like they're stupid just because they lack information. Better too much info than none at all, you can always sort it out later when you need it.

Can this mold be used to make .22lr bullets?

No it will not work for 22lr a 22lr is smaller at the base of the bullet it is tapered there's a mold I have seen on eBay that is for 22lr hope this helps

Actually, yes, it is. When you mold bullets you want them .001-.002 over the intended use. If they come out a little big, run them through the .224 sizer.

Can I go straight from cast to lube to case or will i also need gas checks? anyone know any good methods? first time caster?

If you don't push them too fast ( over 1200-1400 fps ) and cast them from wheel weights and drop them into cold water from the mold, you cand get by without gas checks. It is a good idea to use them anyway. I use the Lee lube and size kit. Tumble lube the bullit, then gas check and size in one operation. Hope this helps.

Cannot be beat...almost on price alone

Lee makes some amazing molds...amazingly inexpensive, amazingly useful and sometimes amazingly frustrating. This mold has not proved to be the last one. I'm a new caster and my early efforts show it rather easily...also, its seeming to take me about 3 casting sessions with a new mold to get used to it and make some nice boolits. I managed to get good with this one a lot sooner! I wanted to take a picture BEFORE I did the shake and bake method of powder coating but I was tired and forgot. That is awesome by the way...get some powder coat powder (harbor freight isn't the best I've heard), get a #5 recycleable container (glad Tupperware type) and some black plastic airsoft beads... put boolits in with small amount of powder and an inch of beads and shake for a min. Then put on toaster oven pan and cook at 400 degrees Fahrenheit for 10 minutes and let it cool. Back to these...with pure lead, these drop for me at 50 grains. Right around that point. Maybe 51 but all good ones were between 50 and 51. This doesn't bother me but wanted to mention it. Love Lee molds and this one didn't let me down!!
