how can an 18 inch tool box come in a 16.4 inch box?

It's bigger on the inside? (It's not. It's 18" from end-to-end using the lip around the seal, 16" from inside wall to inside wall)

is this the same Craftsman, as in Sears craftsman tools or it's unrelated?

The model CMST20901 is not related to SEARS. The brand CRAFTSMAN and new product line is owned by STANLEY BLACK+DECKER.

Could this hold mini circular saw and assesories including blades

It has a tray in it and if you took it out I still don’t think the mini saw will fit. I think you will need the next size bigger toolbox. Hope this helps.
