Yes, the collar can still stand up.

I did exactly that. I wanted the cape look also. I did not close it all the way. I only attached it at the bottom with an x stitch. It hung perfectly.

Q: Does this dress come below the knees

It did on me, but it crept up a little when I walked due to hips and butt. Standing still, it hit below the knee. I'm 5'3 203 (38_33_44) ordered XL

I'm sorry that this dress dosen't have the children version.
