Its just as long as the 360's play n charge kit. Worth it!

Can it charge when Xbox One is turned off?

Absolutely. As others have said, regardless of power settings, your controllers will charge with the system On or Off. The charging (amber) light will turn white when the batteries have charged sufficiently.

Can the cable connect to -and the battery be charged by- a usb wall charging unit instead of connecting it to the box?

I use an Anker portable battery charger to charge up my Xbox controller. If that works, then a wall charger would also work.
