It is Whole Garam Masala with aromatic.

Do you grind everything -- even the bay leaves?

I used it whole as it came for fermentation. That allows me to keep the seasoning from floating to the top. However, will take about 1/2 of the bag and grind using a coffee grinder for use in other things - yes, including the bay leaf.

Not enough items but quality is good.

Mostly coriander and fennel seeds are in this packet, in case of Garam masala it should contain a match up of all the other ingredients that too in sufficient quantity. Quality is good
