Q: How thick is the memory foam cushion on the of this ottoman?

I received the one (very good quality !!!) and its pretty thick, thick enough for someone to sit comfortably on it

Q: Can this be used as a step for a big dog? He's 55 lbs

I suppose you could use it as a step for your dog,the weight limit is 300 lbs and he is only 55,If you measure a 13" x 13" square it looks like there is enough room ,It is a very very well constructed ottoman ,plus if you store stuff in it that should keep it stable when she jumps up ,he wouldn't have room to lay but used as a step it should work. They have another in the shape of a bench that might work even better for you

Q: Can I use this as a step stool?

I would not. A nice looking useful storage box. I do not think it would be able to stand up to the weight of even a small person.
