No, it isnt cooled at all, wont need it, definitely disassemble the product and clean out any shavings, and the 3 small set screws tighten with loctite so it wont back out and not work

The best way to find out is to bench test it. Most knock-off springs and setups are not 100%. Always bench test your wastegate springs first. I made a tool like this I can pull out and test springs when needed for about $40 and spare scraps. Air compressor > adjustable regulator with gauge > vacuum line > boost/pressure gauge > wastegate.
