It does not lock in place via Cotter pins, but rather letter “P”-shaped pins that snap onto/off the frame. In my opinion, this is a flaw in design/construction of this Hand Truck, as the plastic latch into which this pin snaps, is nearly sure to fail over the next 2-3 years.
