This tool is rated at 7.5 amps. That roughly equates to approximately to 3/4 hp. A better question is how well it perform compared to other tools. It has a lot of power compared to other grinders in its class (4 1/2") more importantly it is very durable. It should last well for the long haul, even with some abuse.

Is this grinder powerful enough to cut through concrete with a diamond blade?

Yes. I bought mine to grind ridges out of a concrete floor using a diamond cup and cut concrete block using masonry wheels. It has proven powerful enough to do these jobs.
