Sizes 1,2,3,4,5 are imperil/standard (1/8, 3/16,1/4, 5/16/, 7/16) are the half sizes metric?

Center drills are intended to be used as starter drills before drilling the final hole size. After center punching where you want to drill a specific hole size then use a center drill to start with. They are also used on a metal turning lathe to make a center hole for the live center that holds the stock that is going to be turned. As far as the sizes that is just for reference. I’ve been a machinist for 40 years. These work great for home use to start a hole.

Ok, I have a Unimat mini lathe and there is not enough for regular drill bits, do they make short drill bits the length of these center point drills

There are stubby drill bits you can buy.

Can this be used in reverse to extract a snapped bolt?

No. You need a screw/bolt extractor bit for that.

can these be used in a size 3/8 cordless hand drill?

Probably, but won't work as well as a set of countersinks that are made for a handheld drill. About the same price.
