Yes, this is machine washable in warm water, not hot, tumble dry low or hang dry would be better. I would recommend not washing this with rough fabrics or at least put it in a mesh laundry bag to protect it from snagging. Thank you.

No I don't think this fabric would be ideal for that application. Not enough stretch and very opaque.
