Are the tools able to be locked like many leatherman or not like the original this is recreating?

No locks, like the original. The original was quite safe, in that one is supposed to close the handles after deploying any of the tools. Used that way, the tools cannot fold on your fingers/hand. Locks became necessary with subsequent designs that allowed for tool use without unfolding the handles.

Does the blade on this multitool lock?

No. The blade on the Leatherman Bond does not lock.
