Is there something to keep it from floating up, such as weights? Does one need to buy weights to anchor it to the bottom?

Once placed in the pool, it will fill with water. You may need to turn it upside down and on its side to make sure all the air comes out. Ours pretty much stays put.

What is the material used for the landing area where children will stand?

Rubber soft and non slippery. This platform as been one of the best things I have bought in years. The children have been very safe and productive with it.
