Quality of the product looks good but there is not allot of it in the package

There was no description (or i missed it) of scale or size. They look great! But to large for HO.
They are too large for HO,which is what my train layout is. The army figure in the picture must be full size GI Joe, O scale probably. I didn't see where the description gave a scale size.
