I am wanting to use this on positive and negative connections as an insulator to keep from getting shocked should I come into contact with them?

I relied upon the insulating properties of this product to keep two tightly spaced capacitors from bridging & shorting out with suitable results so far. Because the device is a power supply to a flying bus ribbon the need for stability in current management the insulating properties were a top consideration in selecting this product; if you are tempted to receive a jolt, dont use it -best of luck!

Is this silicone conductive until it cures completely?

Not in my experience; disconnect power from any electronic device prior to experimenting with your tolerance of accidental discharged energy. Often a device whose guts you decide to alter may carry residual accrued voltage, so know what you are getting at in advance.

Can you use this outdoor?

Yes , as long as the area or part is clean and dry before application, and kept dry till cured

What temperature does this become "liquid" again?

Not sure I understand the question. Once it cures, you can't "un-cure" it...
