is this hard plastic? or does it bend easily?

It is pretty stiff, but will bend gently and slightly ~10-30 degrees under pressure, rather than break. But left alone, it stays straight.

What the uncertainty principle on this goniometer?

I'm not sure I understand the question. I used it to measure my knee after total knee replacement. It lets you know the degrees of where your at for the curve and when its straight. 12 years ago your knee had to be 180 for it to be straight and then they liked it around 110 for the bend. Last year when I had the other knee done you came out of surgery at 180 degrees so you only needed to measure for the bending of your knee

Will this work for elbow ?

It is designed to measure angles of joints, so although its larger size accomodates hip and knee joints, it also may be used to check elbows.

To measure something like degree of knee flexion after knee surgery, this works

VERY nice protractor and easy to use and easy to read. Got it to measure knee flexion after knee surgery ( a really key indicator of recovery). Well made.

I'm not a PT but needed this for a knee injury. 1. Larger tool is better for your eyes HOWEVER 2. Smaller tool better for when you need to transport it, or when there is something blocking the limb like a table or something depending on which position you are using it for. In general I am a little disillusioned with these bc it could be 1-20 degree difference depending on where you point the ends. But I guess good to see the numbers inching up and you know progress is being made.

Solid goniometer that holds up

Have used for several years and it’s still going strong even with frequent use and frequent cleaning with alcohol pads and other cleaners. The numbers are still holding strong and readable.
