It won't damage the car dash, just remove it slowly. It may only damage some paint wall, caused by strong adhesive, thank you!

No you need other items to charge a power bank this does not charge the MagSafe

It will work directly on any iPhone that has MagSafe built in. So your iPhone 12 will work for sure without any other attachment. Word of advise the double sided adhesive on the back is VERY VERY VERY strong if you put it on a smooth flat surface. Once you put it on something it is very hard to move once it cures.
