Yes. There are two layer tulles and one layer lining. Thank you.

Q: I wear about a 10 to a 12 so what size would i get?

Waist is elastic and will stretch. I bought small and waist is 27 half. Look at size chart, these are pretty generous. My hips are way bigger than my waist.

Q: Will this work for a short dress?

The length of the petticoat is about 25 inch from the waist to the bottom. If the dress less than 25 inch It cannot cover the petticoat. We have another short length petticoat It is only 19 inch.
