Will "toddler large" fit a 2 1/2 yr old boy 35 lbs?

Does the costume have feet or do you have to purchase blue socks? I can’t tell from the picture.

So my son is only 2 but was 39inches and 37lbs in july, that brings him to the bottom of the 4t size chart. maybe get the child small?

Will my average size 2 year old fit in a size 2T?
