Hello Jaime, The G100M has a stated ram clearance height of 34.5mm. So this will largely depend on which series of DDR4 you are going to use from the HyperX line. The Fury DDR4 should clear it with a height of 34.04mm, the Predator line won't, with a height of 42.2mm. CM-Phuc

Will this cooler fit a z490 MB with 10th gen 10400?

Cooler Master lists this product as being compatible with the LGA 1200 socket on their website. An intel I5 10400 CPU fits the LGA 1200 socket and has a TDP of 65 W. This cooler will be perfectly adequate for a non K badged cpu and is much more substantial than the stock cooler intel provides with their cpus. You listed a Z490 mother board and if you plan to upgrade to a K badged cpu in the future this cooler will not be sufficient and should be replaced with a tower cooler or AIO.

I have an optiplex 7020 with a 5 pin dell motherboard, would this work?

The Dell Optiplex 7020 uses a proprietary connector. This Cooler Master i71C uses the normal 4-pin PWM connector.

Will this fit inside a cooler master masterbox q500l atx case?

Yes it'll fit the case you mentioned. The only way you would have a issue is if your trying to put this in a thin case like a a low profile ITX case or Low profile HTPC Case that is 64mm or less in height.
