25 tea bags for $19.95? or 25 boxes of 25 teabags in a carton?

It seems to be 25 teabags, quite a change from when I made my purchase. At that time, I paid $6.21 for the box of 25 teabags. Price aside, this tea is fine, but not nearly as good as I'd hoped. There is cardamom flavor, but it is very mild.
