Hi, I think that a 17" fits perfectly, I carry a 15" laptop and at both sides there a little space.

Q: Is it water proof/water resistant?

Definitely not water proof. Water resistant might even be a stretch. It's slightly water repellant or hydrophobic. If you are wearing the backpack in a heavy down pour you will get water penetrating the zippers. If you need water proof put the contents in a large ziplock bag.
