The flap can be opened and closed several times but anything powdered would probably adhere to the flap. They are sturdy and can be used for jewelry, beads, buttons, etc. Cookies, soap, would be okay.

No, they are polypropylene, not cellophane. Cellophane is polycellulose and biodegradable, but these are not cellophane they are polypropylene. Jim the polymer chemist.
