I bought a jacket at jc penney same thing basket weave classic fit is the color 400 Blue

Hello, it appears to be the same. I would verify on your coat that the tag has style HZ01001 color 400. The pant style is HY01001 color 400 Blue.

Why are the shoulder pads so thick on this suit, as if it was from the 80's?

Our Classic Fit J.M. Haggar suits have the thicker shoulder pad as they are a more traditional, generous fit. Our Tailored Fit and Slim Fits have a more modern canvas shoulder that is not as thick, and has a more natural fit. Smart Wash suits also have the more modern canvas shoulder. Hope this helps.
