Q: Is this the ice40hx1k-stick-evn only or does it come with other tools and why is this $30 more than other places that sell this device?

The pictures they show of the item in question do not match the actual appearance of a Lattice IceStick. The pictures look like they are trying to sell you a cryptocurrency card. I would steer clear of this exact item. When I purchased the IceStick, that's the only thing I received, plus a little pamphlet about the Lattice website and downloads.

Q: What software tools are available ? IDE and compilers ?

I bought it because there are open source tools provided by project icestorm. Officially, Lattice has icecube2, but all of the FPGA tools provided by the vendors are horrific.
