Manufactured incorrectly
I ordered two packs of two each of the carbon brushes. Three out of the four brushes had the caps wired backwards. (refer to your picture). I had to compress the spring, cut off the connecting wire, drill a small hole in the cap, reroute the wire and solder it to the cap. Only then could I install the brushes into the saw motor. They worked.

Beyond Cheap!
The "pair" of brushes don't look the same. One is longer than the other, and one prongs on one plate are bent in a different direction than the other one. These worked so poorly, I ended up putting the old brushes back in because.
