What does the center button below the wheel do? I cant find any settings or see anything it does.

Hello, The center button is DPI switch. It have 3 DPI levels available (800-1200-1600). The higher CPI, the faster the cursor on your screen will move. You are free to adjust the mouse sensitivity to match your activity.

Why did my mouse only come with a usb-c ? it did not come with a regular usb nano receiver. help!

It is stored in your mouse. look at the bottom below off/on switch and the nano light. It is kind of awkward to pull out but you can use a butter knife to slip it out.
